The Literature Cited section is an integral part of the success of the paper.  ALL references cited in the manuscript must be included in the literature cited section.  Conversely, if you do not cite a reference in the manuscript then it is not to be included in the Lit Cited section.  As a result, you do not list every book and article that you consulted in pulling together your final effort.  Rather, you cite only the literature that is germane to the manuscript so that the reader knows where to find this information.
